Orange County Sober Living Home Coordinator Indicted for Kickbacks for New Patients

SANTA ANA, Calif.—A Santa Ana man was arrested May 23 on charges of paying kickbacks to people to refer more clients to a sober living facility where he worked.
Luis Guerrero, 53, was indicted Wednesday on a conspiracy to pay $37,000 in illegal kickbacks to what authorities call “body brokers,” who refer new patients to a facility, according to prosecutors. He is charged with a count of conspiracy and three counts of offering or paying kickbacks for the referrals.
Guerrero is accused of making the kickback payments to keep up with a monthly quota of new patients, prosecutors said. He was also accused of helping the brokers to pay money to new patients, who would allow the facility to bill their insurance companies for treatment.
